What is the difference between Mastery and Proficient?

When you think about mastery and proficient some may think its the same. Mastery involves instruction, gradual release, activities, and assessments to determine if the students can apply a concept independently. Proficient relates to a student being able to complete a concept without instruction. In other words they have extensive background knowledge.
